Topic Summary

Know Your Subscription Category Before Starting

ILOE splits into two tiers: Category 1 for salaries below AED 16,000 (AED 5/month) and Category 2 for salaries of AED 16,000 and above (AED 10/month). You self-select at sign-up, so check your basic salary figure in advance to avoid choosing the wrong tier.

Gather These Three Details Before You Begin

You only need your 15-digit Emirates ID number, the UAE mobile number linked to that ID, and a valid payment method. No salary certificate, employer letter, or passport copy is required to complete registration.

Choose From Five Registration Channels

You can register through the ILOE portal, the mobile app, self-service kiosks, business service centres, or telecom outlets. Each channel takes under ten minutes to complete.

Understand the Benefits You Are Paying For

Category 1 subscribers can receive up to AED 10,000 per month for up to three months if they lose their job involuntarily. Category 2 subscribers can receive up to AED 20,000 per month for the same duration.

New Employees Have a Four-Month Grace Period

Private-sector employees and MOHRE-registered domestic workers must register within four months of their employment start date. Missing this window exposes workers to a fine of AED 400 rather than the protection the scheme provides.

Coverage Activates Within 24 Hours of Payment

Once the first premium payment is processed, the subscription goes live within 24 hours. Verifying that the subscription is active after payment is a recommended step to confirm coverage is in place.

Government Workers Are Exempt From This Requirement

Only private-sector employees covered under Federal Decree-Law No. 33 of 2021 and domestic workers registered under MOHRE are required to subscribe. Public-sector and government employees are not subject to the ILOE mandate.

In 2026, every private-sector employee and domestic worker covered under UAE labour law is legally required to hold active ILOE insurance. The scheme launched under Cabinet Resolution No. 97 of 2022 (UAE Government Portal, 2022). The monthly premium starts at just AED 5. The fine for missing registration is AED 400. Benefits can reach AED 20,000 per month for up to three months. Five separate registration channels exist, each taking under ten minutes. And yet a significant number of workers still miss their registration deadline and face fines rather than coverage.

This guide walks you through every channel available for ILOE insurance registration, the ILOE portal, the mobile app, kiosks, business service centres and telecom outlets, with exact steps, the two subscription tiers and their monthly premiums, what to prepare before you start, how to pay, how to verify your subscription is live, and what happens if you register late. What Is ILOE Insurance and How Does Registration Work?

ILOE insurance is a mandatory UAE government scheme that pays a monthly cash benefit to employees who lose their jobs involuntarily. Registration is completed once by the employee, not the employer, through the ILOE portal, app, kiosks, telecom channels or business service centres, and activates within 24 hours of the first premium payment.

The Two Subscription Categories and Their Monthly Premiums

The scheme splits into two tiers based on your basic monthly salary. Category 1 covers employees earning below AED 16,000 per month; the monthly premium is AED 5. Category 2 applies to employees earning AED 16,000 or above; the premium is AED 10 per month.

Benefits scale with the category. Category 1 pays up to AED 10,000 per month for up to three months. Category 2 pays up to AED 20,000 per month for up to three months. You self-select your category at sign-up based on your salary band, no salary certificate is required, but you must choose accurately.

Consider a logistics coordinator earning AED 12,000 per month. They fall into Category 1 and pay AED 5 monthly, roughly the cost of a coffee, to secure up to AED 10,000 in monthly benefit if made redundant. That's a return ratio most insurance products can't match.

Who Must Register

  • All private-sector employees subject to Federal Decree-Law No. 33 of 2021 (the UAE Labour Law) are required to subscribe.

  • Domestic workers registered under MOHRE are also covered and must register.

  • Government and public-sector employees are exempt.

  • New joiners have a four-month grace period from their employment start date, full deadlines are covered in the section below.

A newly hired sales executive joining a Dubai mainland company on 1 March 2026 must register and activate their ILOE subscription within four months of that start date. For a full breakdown of what employers are required to do in parallel, see our guide on employer obligations under ILOE.

What Documents and Details Do You Need Before You Register for ILOE Insurance?

Before starting ILOE registration you need your Emirates ID number, UAE mobile number linked to your Emirates ID, and a valid payment method, credit or debit card, or cash for kiosk and telecom channels. You do not need a salary certificate, employer letter or passport copy to complete the ILOE sign up.

Required Information Checklist

  • Emirates ID number (15-digit), the primary identifier across all registration channels.

  • UAE mobile number registered to your Emirates ID, used for OTP verification at every step.

  • Payment method, credit card, debit card, or cash (cash accepted at kiosks and telecom outlets only).

  • Your salary band, know whether your basic salary is below or at/above AED 16,000 before you start.

  • No employer signature, NOC or HR letter is required, the process is entirely self-service.

An employee registering via the ILOE app needs only their Emirates ID number and the mobile number linked to it. The OTP arrives in seconds, and the whole process takes under five minutes. If you're unsure whether your mobile number is linked to your Emirates ID, you can verify this through the ICP portal.

Payment Methods Accepted Across Channels

Credit and debit card (Visa, Mastercard) are accepted on the portal, app and most kiosks. Cash is accepted at kiosks and telecom retail outlets, useful if you don't yet have a UAE bank card.

You can also set up direct debit or auto-renewal through the portal for uninterrupted coverage. Subscription can be paid monthly or annually, annual payment removes the risk of a missed monthly payment triggering a lapse and a fine. Employees without a UAE bank card can walk into an e& (Etisalat) or du outlet and pay cash for their ILOE subscription at the counter.

If you're ever unsure about your fine status, you can check your ILOE fine status directly through the ILOE portal.

How to Register for ILOE Insurance: All Available Channels

ILOE insurance registration is available through five channels: the official ILOE web portal at iloe.ae, the ILOE smart app, self-service kiosks, authorised business service centres, and telecom retail outlets (e& and du). Each channel requires your Emirates ID and linked mobile number and completes registration in under ten minutes.

Step 1: Register via the ILOE Web Portal (iloe.ae)

  1. Go to the official portal at iloe.ae.

  2. Click 'Subscribe Now' on the homepage.

  3. Enter your Emirates ID number and the mobile number linked to it.

  4. Enter the OTP sent to your registered mobile.

  5. Select your subscription category (Category 1: below AED 16,000 / Category 2: AED 16,000 and above).

  6. Choose monthly or annual payment, enter card details, and confirm.

  7. Save the confirmation reference number issued on completion.

A finance analyst who registers on iloe.ae during a lunch break can expect the entire process, from landing on the homepage to receiving the confirmation SMS, to take approximately four minutes. The portal is available in Arabic and English.

Step 2: Register via the ILOE Smart App

  1. Download the 'ILOE' app from the Apple App Store or Google Play Store (available on iOS and Android).

  2. Open the app and tap 'New Subscription'.

  3. Enter your Emirates ID number and registered UAE mobile number.

  4. Verify identity via OTP.

  5. Select subscription category and payment frequency, then complete payment.

The ILOE app is particularly useful for employees who want to set up auto-renewal notifications so their coverage never lapses between payment cycles. It's the most convenient channel for ongoing subscription management once you're registered.

Step 3: Register at a Self-Service Kiosk, Business Service Centre or Telecom Outlet

Kiosks: Located across government service centres and selected malls. Insert or tap your Emirates ID card, follow the on-screen prompts, select your subscription category, and pay by card or cash. A printed receipt is issued immediately.

Business service centres: Authorised centres can complete the registration on your behalf. Bring your physical Emirates ID card. Staff will process the subscription and provide confirmation documentation.

Telecom outlets: Visit any e& (Etisalat) or du retail store. Staff will process your ILOE sign up at the counter; cash or card is accepted. This is the most accessible route for employees without a smartphone or UAE bank card.

All three in-person channels issue a printed receipt as proof of subscription. Keep this until the digital confirmation appears in your ILOE app or portal account. A domestic worker without a smartphone, for example, can visit a nearby e& store and complete their ILOE sign up in under ten minutes by presenting their Emirates ID and paying AED 5 in cash.

How to Confirm Your ILOE Subscription Is Active

After completing ILOE registration, you can verify your subscription is active by logging into your account on iloe.ae or the ILOE app and checking that your policy status shows 'Active'. You will also receive a confirmation SMS to your registered UAE mobile number within 24 hours of your first payment being processed.

Verification via the Portal and App

  1. Log in to iloe.ae or open the ILOE app using your Emirates ID and OTP.

  2. Navigate to 'My Subscriptions', the status should read 'Active'.

  3. Your policy number, subscription category, next payment date and coverage start date are all displayed on this screen.

  4. Screenshot or save the active policy screen as a personal record.

An HR manager checking compliance for their team can ask each employee to share a screenshot of their 'My Subscriptions' page showing an Active status and a policy number. That's the simplest way to confirm coverage without requesting sensitive payroll documents.

What to Do If Your Status Shows Pending or Inactive

A 'Pending' status typically means the payment has not yet cleared. Allow up to 24 hours before taking action, kiosk card payments in particular can take up to 12 hours to post. An employee who paid at a kiosk and sees 'Pending' two hours later should simply wait until the next morning before contacting support.

If the status is still Pending after 24 hours, contact ILOE customer support via the portal or call the MOHRE helpline. An 'Inactive' status after a lapse means a fine may already be accruing. Check your ILOE fine status immediately. Re-activating a lapsed subscription does not cancel any accrued fine, the fine must be paid separately through the ILOE portal or the MOHRE smart app.

What Are the ILOE Registration Deadlines and What Happens If You Register Late?

Employees subject to UAE Labour Law must register for ILOE insurance within four months of the scheme's mandatory start date or within four months of joining a new employer. Late registration triggers a fine of AED 400. Continued non-compliance can result in additional penalties enforced through MOHRE, and the fine must be paid before a lapsed subscription can resume full benefit eligibility.

Key Deadlines to Know

  • Existing employees: The transition grace period for workers already in employment when the scheme launched has now closed for the majority of workers. If you haven't registered yet, you are likely already in breach.

  • New employees: Must register within four months of their employment start date. An employee starting on 1 May 2026 has until 1 September 2026 to complete ILOE sign up and make their first premium payment.

  • Continuous coverage: A lapse of even one month counts as non-compliance and triggers the fine.

  • Annual subscribers: Treated as lapsed from the day after their policy expires if they don't renew on time.

Fines for Late or Missed Registration

The standard fine for failing to register is AED 400. This is levied on the employee directly, it's your responsibility to register, not your employer's. A warehouse worker who forgets to renew their annual subscription, for instance, may discover an AED 400 fine applied to their ILOE account when they log in three weeks after the expiry date.

Fines can be checked and paid through the ILOE fine check tool or via the MOHRE smart app (MOHRE, 2026). Paying the fine does not retroactively create coverage, benefits are only payable from the date the active subscription begins.
